Who We are
Founded in 2026, LEAD43 Community Impact Foundation is a Texas nonprofit corporation dedicated to developing leaders, strengthening communities, and creating meaningful opportunities throughout Beaumont, Jefferson County, and Southeast Texas.
Established by Roy West Jr., the 43rd Mayor of Beaumont, LEAD43 was created with the belief that lasting change begins with strong leadership, community collaboration, and a commitment to service. Our mission is to empower individuals of all ages through leadership development, educational initiatives, mentorship, civic engagement, and community partnerships that inspire positive change.
At LEAD43, we believe leadership is more than a title—it is a responsibility to serve others, uplift communities, and create opportunities that leave a lasting impact for future generations. By bringing together local leaders, educators, businesses, and community organizations, we strive to build a stronger, more connected Southeast Texas.

Roy West Jr
Founder & Chairman
Roy West Jr., the 43rd Mayor of Beaumont, founded the LEAD43 Community Impact Foundation in 2026 to empower youth, strengthen families, and create lasting opportunities for communities across Southeast Texas. Throughout his career in public service, Mayor West has championed collaboration, civic engagement, economic development, and neighborhood revitalization.
His vision for LEAD43 was inspired by the belief that every young person deserves access to mentors, leadership development, career exploration, and meaningful opportunities to serve their community. Under his leadership, LEAD43 has established strategic partnerships with local government, higher education, healthcare providers, businesses, and nonprofit organizations to create innovative programs that prepare youth to become future leaders.
Mayor West continues to guide the organization's strategic direction while promoting a culture of service, collaboration, accountability, and excellence.
Latoya K. Young
Program Coordinator & Founding Board Member
Latoya K. Young is an educator, nonprofit leader, business owner, and community advocate with extensive experience in education, program development, project management, marketing, and community engagement. She serves as Program Coordinator and a Founding Board Member of the LEAD43 Community Impact Foundation, where she oversees program planning, partnership development, volunteer coordination, communications, fundraising support, and special events.
Mrs. Young has built a career dedicated to developing people and strengthening communities. Her professional background includes public education, laboratory science, business development, political campaign management, and nonprofit leadership. She has successfully led community initiatives, developed strategic partnerships, coordinated large-scale events, and secured support from businesses, educational institutions, and civic organizations.
She also serves in leadership roles with several community organizations and is committed to creating opportunities that inspire youth leadership, educational achievement, workforce readiness, and civic responsibility throughout Southeast Texas.
Whitney Stiles
Treasurer
Whitney Stiles serves as Treasurer of the LEAD43 Community Impact Foundation and provides oversight of the organization's financial stewardship and fiscal accountability. As Treasurer, she works with the Board of Directors to monitor financial performance, support budget development, and ensure responsible management of charitable resources.
She is committed to maintaining transparency, accountability, and sound financial practices that support the foundation's long-term sustainability and mission.
Trisha West
Board Member
Trisha West serves on the Board of Directors of the LEAD43 Community Impact Foundation and contributes to the organization's strategic planning, community outreach, and program development efforts. She is passionate about strengthening families, supporting youth development, and building partnerships that improve the quality of life throughout Southeast Texas.
As a board member, she works collaboratively with community leaders, volunteers, and partner organizations to advance LEAD43's mission and expand opportunities for young people and families.
Colin Maxson
Board Member
Collin Maxson serves on the Board of Directors of the LEAD43 Community Impact Foundation, helping guide the organization's strategic growth and community engagement efforts. He is committed to promoting leadership development, community collaboration, and innovative programming that prepares youth for future success.
